Ganzhou Municipal Bureau of Construction is the functional department under the municipal government in charge of municipal construction administration. It is responsible for urban construction, town & village construction, building industry administration and partial urban public utility.
Principal Functions:
To propaganda and implement national, provincial and municipal laws, regulations, guidelines and policies on construction; to draft relevant public utility management policies and related reform plans for urban construction, project construction, town & village construction, building industry administration, fitment outdoors and indoors, decoration management, construction project quality, safe supervision management, building reconnaissance, construction design audit, urban water supply, urban gas supply, urban public passenger transportation and etc, and take charge of implementation of industry administration.
To take charge of management of municipal urban construction files.
 To supervise and manage construction market according to laws; to direct and supervise construction market permits, project bids, project inspections, project qualities and safety; to take charge of management of project applications and construction permits; to study, draft, supervise and implement policies on reconnaissance designs, construction, construction supervision and management of relevant social agencies; to manage municipal decoration (including decoration indoors) industry; to organize and coordinate municipal construction enterprises to take part in international projects under contract and construction labor service.
To manage the qualifications of enterprises or organizations concerning construction, decoration, mixing concrete in advance, project inspection, construction supervision and management, construction safety, project cost counseling and project bid; to take charge of management of qualifications of construction enterprises of urban municipal projects, gardens and greening projects.
 To be responsible for urban water supply, water conservation, sewage disposal, gas supply, heat supply and urban public passenger transportation; to manage municipal water planning and water conservation work; to take charge of integrated exploitation of urban construction investments; to be responsible for the management of municipal landscape sites and places of interest.
To take charge of municipal rural construction work, and guide the construction of towns and villages; to direct the construction and management of basic facilities in towns and villages.
To be responsible for reconnaissance and design for construction projects, meterage and management for municipal projects and management of counseling trades; to standardize construction project reconnaissance, design and counseling market; to popularize intelligentized energy-saving technology in construction projects; to supervise and manage the implementation of anti-seismic　design standards，anti-seismic designs and constructions of urban, rural , industrial and civilian buildings; to direct the exploitation and utilization of urban underground space; to be responsible for the management of municipal construction projects costs.
To formulate municipal science and technology development programmes and technical economy regulations for construction industry; to organize municipal urban and rural key science research projects, and import of new technologies and products; to formulate the industrial education development plans, and direct relevant education and training programmes.
To manage the external industrial economy and technology collaboration; to local construction enterprises to explore extramural, out-of-province and abroad construction market and real estate market; to conduct external contracting and labor force collaboration business.
 To take charge of the management of urban construction projects funded by governments; to be responsible for the civilized construction in construction sites.
To take charge of the management of personnel management, wages and organizational staffing system within the bureau itself and affiliated organs; to take charge of the relations between CCP members and non-CCP members and arming work within the bureau itself and affiliated organs.
To undertake other tasks assigned by the municipal government.
