Ganzhou Municipal Bureau of Land and Resources is the functional department of the municipal government in charge of the planning, management, protection and rational utilization of natural resources such as land resources and mineral resources; it's responsible for municipal land resources, land assets, urban and rural land cadastre and land administration, geological mineral resources and geological environment, and it also manage municipal geological investigation and survey.
Principal Functions:
 To implement national and provincial laws, regulations and rules on land and resources management, draft municipal regulations on management of land resources and mineral resources, and organize their implementation; to study and draft municipal regulations on the planning ,administration, protection and rational utilization of such natural resources as land , mineral resources; to organize the implementation of technical criteria, rules, standards and measures for land ,mineral and marine resources.
To compile and implement municipal comprehensive planning for land and resources, overall plan for land use and other specific plans; to participate in the examination and verification of urban overall plans submitted to the municipal government; to direct, examine and verify towns' and villages' overall plan for land use; to organize the survey and evaluation of mineral resources; to develop plans for municipal mineral resources, for the protection and rational utilization of mineral resources, for the protection of geological environment and sites of geological importance, for the geological survey and the prevention of geological hazards.
To supervise and inspect the law enforcement of the departments that are responsible for land and resources management at various levels citywide and the implementation of plans for land and mineral resources; to organize the supervision of execution concerning land and resources; to protect the lawful rights and interests of the owners and users of land and mineral resources; to undertake and organize the arbitration of major disputes over rights and ownership and investigation of major law-breaking cases
To draft and implement policies concerning protection of cultivated land and encouragement of the development of unused land and cultivated land as well as land reclamation; to enforce the control over the different purposes of land used for agriculture; to organize the protection of capital farmland; to take charge of the pre-examination of land use for different purposes submitted to the municipal government or superior governments; to administrate and supervise the development of unused land and cultivated land, land revitalization and reclamation so as to ensure the increase instead of decrease of cultivated land.
To manage municipal land, urban and rural land cadastre and land administration; to organize land and resources survey, cadastral survey , land statistics and dynamic monitoring; to organize municipal land rights confirm, urban and rural land cadastre, land titles and relevant registration and certification work; to direct the regulatory and modifying work of municipal bench mark and standard land price and evaluation of marked land price; to register and record evaluated land price in accordance with regulations.
 To take charge of municipal land requisition, allocation and remising; to examine and submit applications for land use that require the approval of provincial government or central government; to monopolize primary land market on behalf of the municipal government; to draft annual plan for land utilization and plan for land supply; to supervise and regulate land market.
To manage land assets, organize the assignment, lease, evaluation, transfer and transaction of the right to the use of land; to take charge of the collection and management of land profits and stipulated fees, prevent losses of land assets; to organize the implementation of checking, ratifying and disposition of state-owned land assets; to work out catalogue guide for the allocation of the landuse right for state-owned land and measures concerning the land used by villages and townships, and administrate the transfer of right to use non-agricultural land owned by rural collectives; to draft plans and management measures concerning land purchase and reserve.
To take charge of management of municipal mineral resources authorized by relevant national laws and regulations, take charge of the examination, approval, registration and licensing of the rights to explore and to mine the mineral resources and the transfer of the rights, and standardize mineral rights market; to organize and carry out the rectification and maintenance of mining industry order; to undertake the management of mineral resources reserve, and manage the reporting and submitting work of geological data; to undertake the management of mineral reserves and the collection and remitting of geological data; to administrate, according to law , the geological exploration work , examine and determine the qualifications of geological exploration organizations and manage results of geological exploration mandated by the provincial Land and Resources Chamber, and manage the results of geological exploration; to manage according to relevant provisions the collection and use of mineral resources compensation; to collect and manage usage fees and prices for exploration rights according to laws; to examine and validate the qualifications of the institutions responsible for the evaluation and examination of exploration rights and mining rights and confirm their evaluation and estimation results; to conduct supervision and management of conservation, rational exploration and utilization of mineral resources according to laws; to examine and determine exploration and utilization plan of mineral resources from mining enterprises.
To organize the monitoring,prevention and mitigation of geological hazards and the protection of sites of geological importance; to supervise according to law the hydrogeological, engineering geological exploration and evaluation; to supervise the monitoring and prevention of the overextraction and contamination of groundwater and protect geological environment; to manage geothermal and mineral water resources; to designate geologically important areas for protection such as areas of valuable fossil occurrence and standard geological sections, and supervise the management of geologically important areas.
 To implement national laws, regulations and policies on surveying and mapping, and administer municipal surveying and mapping vocation; to organize and manage municipal basic surveying and mapping, surveying and mapping for administrative areas boundaries and land cadastre, other municipal or key science and technology surveying and mapping projects; to manage municipal basic geological information and data; to direct socialization service of basic geological information; to management national surveying and mapping standards and surveying control system;, direct and supervise the management of various surveying and mapping results and protection of surveying and mapping symbols; to examine provision of surveying and mapping results to extramural organizations or cases in which individuals come to our city for surveying and mapping; to manage municipal map compilation; to examine publicized or displayed maps of Ganzhou City, manage and examine the representation of geographical names in relevant maps.
To organize international cooperation and exchange in the field of land and mineral resources and relevant science and technology; to organize the propaganda of national and provincial laws, regulations and policies on land and resources.
To organize the collection, supervision and management of land and resources stipulated fees according to relevant regulations; to arrange, supervise and inspect the use of the state funds for geological exploration and other related funds.
To undertake other tasks assigned by the municipal government.
