Ganzhou Municipal Forestry Bureau is an agency responsible for forestry work under the municipal government. It takes charge of municipal development of forest ecological environment and forestry industry administration.
Principal Functions:
To implement national guidelines, policies, laws and regulations on forestry; to study and draft municipal guiding principal and policy for development of forest ecological environment, conservation of forest resources and greening of the territory, organize and participate in the drafting of municipal forestry administration measures, and supervise the implementation after approval.
To work out and implement the national forestry development strategy and the middle-and-long-term development plan, and organize its implementation.
To organize and conduct tree planting and afforestation and mountain closure; to organize and provide guidance for controlling water and soil erosion, preventing and combating desertification and sandification by taking biological measures including tree and grass planting; to organize and manage the construction of national, provincial and municipal key ecology projects; to guide the cultivation and development of various kinds of commercial forests (including timber forests, economic forests, fuel-wood forests, bamboo forests and forests for special purposes), forests for herbal medicine production and landscape forests; to draft municipal technical regulations and procedures and administrative measures on tree planting and fostering and forests management, organize and supervise the implementation; to organize and provide guidance in the city for forest pest and disease control and quarantine; to provide guidance for development and management of the state-owned forest farms (nurseries), forest parks and forestry institutions at grass-roots level.
To organize and direct the protection and management of forest resources; to organize municipal inventory, plans, designs, dynamic monitoring and statistics; to audit and supervise forest resource use; to manage the charging circulation of municipal forest resources, organize the compiling, auditing, submitting and approving of forest logging quota, and supervise the implementation of the quota after approval; to supervise license-based logging and transportation of timber and bamboo forests; to organize and provide guidance for management of forest land and forest rights, and conduct preliminary check of occupying and taking over forest land; to take charge of handling of forest rights and disputes.
To organize and provide guidance for conservation, wise exploitation and use of terrestrial wild fauna and flora; to be responsible for examining and approving import and export of endangered species, and export of wild animals and precious wild plants for national and provincial protection and their by-products, and direct the management of municipal forests, wild animals and wetlands natural preserves.
To draft municipal development programmes and policies for forestry; to conduct macro-control on forestry; to guide the construction and development of municipal forestry system; to take charge of roads among forests; to organize and coordinate the transfer and supply of important timbers; to organize macro-control, information service and market construction of rosin (including turpentine) transfer.
To direct and manage basic forestry construction, diversified business and technical reconstruction; to take charge of organization of applying for key forestry construction projects; to supervise and manage state-owned forest assets; to direct the financing and auditing work within the municipal forestry system; to take charge of the collecting and management of municipal forestry funds; to take charge of the collecting, utilization and management of forestry funds across the city;
To provide guidance for municipal forest police work; to manage the contingent construction of municipal forest police; to organize, coordinate and promote the handling of important forest cases.
To take charge of the management of municipal state-owned reclaiming and cultivating fields, development planning, application and market construction of green food, as well as management of green food symbols.
To take charge of municipal forestry science and technology development as well as forestry PHR training; to draft municipal development programmes for forestry science and technology; to manage and promote the implementation of forestry science and technology projects, popularization and application of relevant technologies; to direct the development of municipal forestry ranks; to provide guidance and management of municipal forestry education, PHR training, science and technology dissemination and popularization.
To direct and coordinate wages, labor protections and safe productions within the municipal forestry sector,; to direct the municipal propaganda, ideology education and socialist culture and ethics development of the municipal forestry.
To undertake the specific work of Ganzhou Municipal Greening Commission and Ganzhou Municipal Forest Fire Prevention and Control Headquarter under Ganzhou Municipal Government; to direct, coordinate and provoke citizens and departments to plant trees voluntarily; to direct forest fire preventions.
