Ganzhou Municipal Bureau of Communications is the department of Ganzhou Municipal Government, which is in charge of foreign trade, economic cooperation and foreign merchant investment. This department is equal to the county distinction.
Principal Functions:
To implement and execute multifarious national guide lines and policies, laws and statutes, system measures of and economic cooperation.

To execute provincial foreign trading policies, managing regulations and the policies which encourage export of technology and whole set equipments; to cooperate with Provincial Office of Foreign Trade and Economic Cooperation to administer technology in-draught, equipments import and international public bidding invitation; to manage export and second-time export of national limitative equipments and indrawn technology; to execute national controlled export policies and to administer concerned affairs related to national controlled export; to guide and assist imports and exports units to apply for the needed final user's certification of foreign country export to China; to assist Provincial Office of Foreign Trade and Economic Cooperation to take charge auditing of the controlled export production and technology export.
To analyze and investigate municipal foreign merchant investment status; to termly transmit the relational trends to municipal government; to macroscopically guide municipal foreign merchant investment works; to draw out and execute municipal foreign merchant investment managing regulations; to participate in drawing out the medium and long-term layouts and developmental stratagem of municipal foreign merchant investment; to transact the establishment of foreign merchant investing enterprise inside the area of superior prescriptive quota; to supervise and check the status of foreign merchant investing enterprise executing the relational laws and statutes, contracts and constitutions; to take charge foreign merchant investing project statistical works; to guide and administer municipal business convening, bankroll in-draught, investment promotion and imports and exports of foreign merchant investing enterprise.
To put together managing municipal external reinforcement; to execute policies, regulations and system of national external reinforcement; to organize and execute our municipal yearly reinforcement project; to supervise and check the executing status of external reinforcement item; to auditing the application of reinforcement item, special favorable loan and fund; to push mode innovation of external reinforcement.

To administer and execute national trade and economic policies, medium & long-term trade layouts and management regulations to Hong Kong and Macao special districts and Taiwan.
To manage according to national established management rights and qualification standard of multifarious foreign trade and economic enterprises and international freight surrogate enterprises; to undertake the jobs of qualification elementary checkup and report to the leadership set by laws and statutes; to administer municipal foreign service of foreign trade and economic institution and enterprises, foreign merchant representative institution and the other outer provincial foreign trade and economic institution offices quarter at Ganzhou according to national prescriptive respective managing right purview; to guide and to uniformly administer the multifarious foreign trade and economic communicating conferences, exhibitions, symposiums and business convened activities; to research and draw out the idiographic executing method of conducting above activities.

To take charge procession constructing, personnel designation and management of municipal foreign trade and economic system foreign service offices and relational international organization representative institutions; to be responsible for the liaison with Ministry of Commerce foreign service trade office, national imports and exports commercial association and provincial foreign trade and economic institute; to guide operations of municipal foreign trade and economic institute, association and trade stimulative union.
To guide, harmonize and apply for the national and provincial economic technological exploitation area and exports machining area as well as tax protecting depot; to implement and execute superior guide lines, policies and regulations related to the ports' work; to harmonize the relation of each port unit and to deal with relational works of ports service.
